Decreto do Governo n.º 25/84

O Governo decreta, nos termos da alínea c) do artigo 200.º da Constituição, o seguinte:

Artigo único. É aprovado o Acordo de Cooperação Turística entre o Governo da República Portuguesa e o Governo da República Árabe do Egipto, assinado no Cairo aos 20 de Março de 1983, cujo texto, nas versões portuguesa e inglesa, acompanha o presente decreto.

Agreement en Tourist Co-Operation between the Government of the Republic of Portugal and the Government of the Arab Republic of Egypt.

The Government of the Republic of Portugal and the Government of the Arab Republic of Egypt,

Aware of the importance which tourism represents as a development factor in the economic and social fields;

Bearing in mind the ties of friendship between both countries;

And acknowledging the advantages of close co-operation in matters of tourism,

have agreed to the following:

ARTICLE 1

Both Governments shall adopt all measures leading to a promotion and development of tourist exchange between the two countries, granting each other reciprocally the maximum facilities for such purposes.

ARTICLE 2

Both Governments shall exchange informative material on provisions concerning tourism for the purpose of being in touch with the achievements and progress obtained in each one of their respective countries, especially on the planning and launching of tourist projects.

ARTICLE 3

The two Governments shall reciprocally facilitate to each other the teaching plans in matters of tourism with a view to perfecting the formation of their technicians and specialised personnel.

ARTICLE 4

The two Governments shall arbitrate the procedure for exchanging periodically experts in the promotion of tourism and in the study, investigation and work related to tourist activities.

ARTICLE 5

The contracting Parties, in the measure of the financial resources available to them, shall offer scholarships for pursuing, in one and the other of the two countries, technical courses of tourist formation, the number and conditions of which shall be established annually by common agreement.

ARTICLE 6

The two Parties shall join their efforts with a view to establishing the bases for mutual assistance in regard to preparing and executing publicity campaigns, devoting special attention to the exchange of publicity material and studying the possibilities of collaboration in the production of films, publication and distribution of pamphlets and posters, as well as for the basic studies in respect of the tourist market, etc.

ARTICLE 7

For the implementation of the provisions of the present Agreement, the two Governments have decided to set up a Portuguese-Egyptian Joint Commission on Tourism; the meetings of the Commission will normaly take place once a year, on an alternating basis in the capitals of the two countries.

The Commission will deal with the following matters:

a) Elaboration of annual and pluri-annual programmes to be carried out on touristic co-operation activities. The programmes will be submitted to the approval of the respective authorities on tourism;

b) Analysis and assessment of the results of tourist co-operation and activity;

c) Recommendation to the respective competent authorities of appropriate measures with a view to the development of tourist co-operation between the two countries;

d) Exchange of views on executive programmes and their renewal upon the request of one of the contracting Parties.

ARTICLE 8

This Agreement shall come into force on the day of exchange of notes confirming its approval by the two contracting Parties.

The present Agreement shall remain in force for five years and shall be tacitly renewed for sucessive periods of one year, unless one of the contracting Parties gives written notice, six months in advance, of its desire to terminate it.

Signed in Cairo on the 20th of March 1983, in two originals in the English language, both of which are equally authentic.

Acordo de Cooperação Turística entre o Governo de Portugal e o Governo da República Árabe do Egipto

O Governo da República de Portugal e o Governo da República Árabe do Egipto,

Conscientes da importância de que se reveste o turismo como factor de desenvolvimento no âmbito económico e social;

Considerando os laços de amizade entre os dois países e reconhecendo as vantagens de uma estreita cooperação no que respeita ao turismo,

acordaram no seguinte:

ARTIGO 1.º

Ambos os Governos adoptarão as medidas conducentes à promoção e desenvolvimento do intercâmbio turístico entre os 2 países, concedendo-se mutuamente as maiores facilidades para tais objectivos.

ARTIGO 2.º

Ambos os Governos se empenharão na troca de material informativo referente às disposições relativas ao turismo, com o objectivo de se manterem perfeitamente informados dos progressos e realizações dos respectivos países neste domínio, particularmente no que respeita ao planeamento e à realização de projectos turísticos.

ARTIGO 3.º

Os 2 Governos dar-se-ão facilidades recíprocas no que respeita aos programas de ensino relacionados com o turismo, com vista a uma perfeita formação dos seus técnicos e pessoal especializado.

ARTIGO 4.º

Os 2 Governos adoptarão a medida de proceder periodicamente ao intercâmbio de peritos em promoção turística, estudos, investigação e outros trabalhos relacionados com a actividade turística

ARTIGO 5.º

As Partes contratantes, dentro das suas respectivas capacidades financeiras, porão à disposição bolsas para a continuação de estudos técnicos no outro país, no âmbito da formação turística, cujo número e condições virão a ser estabelecidos anualmente por mútuo acordo.

ARTIGO 6.º

As 2 Partes conjugarão esforços com vista ao estabelecimento de bases conducentes ao apoio recíproco na preparação e execução de campanhas publicitárias, com particular incidência e atenção no que se refere à permuta de material publicitário e à avaliação das possibilidades de colaboração na produção de filmes e publicação e distribuição de panfletos e cartazes, bem como aos estudos de base relacionados com o mercado turístico, etc.

ARTIGO 7.º

Para a implementação do disposto no presente Acordo, os 2 Governos decidiram formar a Comissão Conjunta de Turismo Luso-Egípcia: as reuniões da comissão terão lugar, por norma, uma vez por ano, alternadamente em cada uma das capitais dos respectivos países.

A Comissão tratará dos seguintes assuntos:

a) Elaboração dos programas anuais e de outros, para períodos mais alargados, referentes às actividades de cooperação no âmbito do turismo. Os programas deverão ser submetidos para aprovação das respectivas autoridades turísticas;

b) Análise e avaliação dos resultados da cooperação e das actividades levadas a cabo no âmbito do turismo;

c) Recomendações às competentes autoridades dos respectivos países relativas às medidas mais adequadas com vista ao desenvolvimento da cooperação turística entre os 2 países;

d) Intercâmbio de opiniões relativas à consecução dos programas e à sua renovação a pedido de uma das Partes contratantes.

ARTIGO 8.º

Este Acordo entrará em vigor no dia da troca de notas que confirmem a sua aprovação por ambas as Partes contratantes.

O presente Acordo manter-se-á em vigor por 5 anos e será tacitamente renovado por períodos sucessivos de 1 ano, salvo se uma das Partes contratantes o denunciar por nota escrita, com 6 meses de antecedência, em que expresse o desejo de lhe pôr termo.

Assinado no Cairo no dia 20 de Março de 1983, em 2 originais em língua inglesa, que são ambos igualmente válidos.
