Decreto do Governo n.º 4/83
de 20 de Janeiro
O Governo decreta, nos termos da alínea c) do n.º 1 do artigo 200.º da Constituição, o seguinte:

Artigo único. É aprovado o Acordo sobre Cooperação Cultural entre o Governo da República Portuguesa e o Governo do Reino da Dinamarca, assinado em Lisboa a 21 de Julho de 1982, cujo texto único em inglês vai anexo ao presente decreto, conjuntamente com a tradução portuguesa.

ACORDO SOBRE COOPERAÇÃO CULTURAL ENTRE O GOVERNO DA REPÚBLICA PORTUGUESA E O GOVERNO DO REINO DA DINAMARCA.

O Governo da República Portuguesa e o Governo do Reino da Dinamarca,
Desejando manter e reforçar os laços de amizade existentes entre os 2 países, desenvolver, o mais amplamente possível, o conhecimento das respectivas culturas e, desse modo, contribuir para uma maior compreensão entre os 2 povos,

acordam o seguinte:
ARTIGO I
As Partes deverão incentivar a cooperação entre as instituições e organizações de carácter científico, educativo, cultural e artístico dos 2 países, salvaguardando os interesses e os benefícios mútuos.

ARTIGO II
Neste contexto, e numa base de reciprocidade, as Partes comprometem-se a:
1) Estimular o intercâmbio de estudantes e pós-graduados com vista à realização de estudos e especializações nos domínios da educação, ciência e cultura;

2) Promover visitas de professores convidados, de investigadores ou de outras personalidades ligadas à educação, ciência e cultura;

3) Conceder, sempre que possível, bolsas de estudo e subsídios a pessoas abrangidas pelas alíneas 1) e 2), bem como a participantes em cursos de Verão no outro país;

4) Incentivar a participação de representantes do outro país em congressos, seminários etc., de carácter internacional que se efectuem nos respectivos territórios;

5) Fomentar o intercâmbio de informações sobre experiências importantes realizadas nos domínios da investigação, educação e cultura e apoiar a eventual possibilidade de investigação conjunta;

6) Promover o intercâmbio de livros, periódicos e outras publicações, bem como de material educativo e de informação;

7) Incentivar o estudo da língua, da literatura, da cultura e da história da outra Parte;

8) Incentivar programas de acção conjunta no âmbito das manifestações de carácter cultural;

9) Promover a colaboração entre organizações ou grupos de juventude, do mesmo modo que entre organizações de carácter desportivo e do domínio da educação física dos 2 países;

10) Incentivar a cooperação nos domínios da imprensa, rádio e televisão.
ARTIGO III
Nos termos das leis e regulamentos em vigor nos respectivos territórios, e de acordo com os termos a acordar pela Comissão Mista, cada uma das Partes deverá conceder à outra todas as facilidades possíveis à entrada, residência e saída de pessoas e à importação de material e equipamentos necessários à consecução de programas ou intercâmbios que possam vir a ser estabelecidos ao abrigo do presente Acordo.

ARTIGO IV
Com vista à implementação deste Acordo, as Partes nomearão representantes, que se deverão reunir periodicamente numa Comissão Mista.

As reuniões realizar-se-ão alternadamente em Portugal e na Dinamarca. À Comissão Mista incumbirá a supervisão do cumprimento das disposições do presente Acordo e a fixação das condições organizativas e financeiras necessárias à concretização dos intercâmbios referidos no mesmo.

ARTIGO V
Este Acordo entrará em vigor na data em que as Partes notificarem uma à outra a conclusão do necessário processo legislativo.

Decorridos 5 anos a partir da data da entrada em vigor deste Acordo, cada uma das Partes poderá denunciá-lo através de uma notificação dirigida por escrito, 6 meses antes, à outra Parte.

A denúncia do Acordo não afectará os programas em curso.
Feito em Lisboa, no dia 21 de Julho de 1982, em 2 exemplares em língua inglesa e portuguesa, fazendo ambos os textos igualmente fé.

AGREEMENT ON CULTURAL COOPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF PORTUGAL AND THE KINGDOM OF DENMARK.

The Government of the Republic of Portugal and the Government of the Kingdom of Denmark,

Desiring to maintain and strengthen the bonds of friendship which exist between the two countries and to develop the fullest possible knowledge of each other's cultures and by so doing to contribute to further mutual understanding between the two peoples,

have agreed as follows:
ARTICLE I
The Parties shall encourage cooperation between scientific, educational, cultural and artistic institutions and organizations of the two countries, having regard to reciprocal benefits and interests.

ARTICLE II
In this context the Parties shall, on a basis of reciprocity:
1) Encourage the exchange of students and postgraduates for studies and specialization in the fields of education, science and culture;

2) Promote visits by guest professors, research workers, or other persons engaged in education, science and culture;

3) As far as possible award scholarships and bursaries to persons covered by items 1) and 2) as well as to participants in summer courses in the other country;

4) Encourage participation by representatives from the other country in congresses, seminars, etc., of an international character which may take place within their respective territories;

5) Exchange information on important achievements in the fields of research education and culture, and encourage possible coordinated research;

6) Exchange books, periodicals and other publications as well as educational and informative material;

7) Encourage studies of the language, literature, culture and history of the other Party;

8) Encourage mutual arrangements of cultural manifestations;
9) Promote the collaboration between youth organizations or groups as well as between organizations within the fields of sports and physical education in the two countries;

10) Encourage cooperation in the fields of press, radio and television.
ARTICLE III
Within the terms of the laws and regulations in force in its territory and in accordance with terms which shall be agreed upon by the Mixed Commission, each Party shall grant to the other every reasonable facility for the entry, residence and departure of persons, and for the importation of the material and equipment necessary for carrying out the programmes or exchanges which may be established in accordance with this Agreement.

ARTICLE IV
With a view to the implementation of this Agreement, the Parties will appoint representatives, who will meet periodically in a Mixed Commission. The meetings shall be held in Portugal and Denmark alternatively. The Mixed Commission shall supervise the implementation of the provisions of this Agreement and lay down the organizational and financial conditions for carrying out the exchanges referred to in this Agreement.

ARTICLE V
This Agreement shall enter into force on the date on which the Parties shall have notified each of the conclusion of any necessary legislative procedure.

After the expiry of a period of five years from the date of the entry into force of the Agreement, either Party may denounce it by giving six months' written notice to the other Party.

Denounciation of the Agreement shall not affect ongoing programmes.
